Liberdade afinal?
Depois da abolição, não foram implementadas medidas para inserir a população negra na sociedade. Não houve, por exemplo, nenhuma ação para viabilizar o acesso à terra e à moradia e os negros tinham que disputar o mercado de trabalho com os brancos e imigrantes – na maior parte das vezes mais qualificados e sem carregar o ranço da escravidão recente. Os libertos também ficavam às margens das políticas de saúde e educação, impedindo que eles exercessem uma verdadeira cidadania.

This context made it impossible to maintain slavery and led to the promulgation of the Golden Law, belatedly, since Brazil was the last independent country in the American continent to abolish slavery.
Freedom at all?
After the abolition, measures were not implemented to insert the black population in the society. There was, for example, no action to enable access to land and housing, and blacks had to compete with the whites and immigrants - most often skilled and without the stale of recent slavery. The freedmen were also on the margins of health and education policies, preventing them from exercising true citizenship.
